.to is the country code for the Pacific kingdom of Tonga and is at the same time an English word, which is why names can appear as phrases, for example fly.to or talking.to.
According to Tonic, its registry, .to was the first country code to be made available worldwide via an automated registry. In 1997 Eric Gullichsen and Eric Lyons, who were entrepreneurs from California, established Tonic, the Tonga Network Information Center, with the permission of Tonga's Crown Prince Tupouto'a, and started selling .to domain names online on a first-come, first-served basis, with each name costing $100 and over 1,000 having been sold in the first few months (Irish Times, 1997).
That setup still applies today. According to IANA's records, the manager is listed as the Government of the Kingdom of Tonga, addressed to H.R.H. Crown Prince Tupouto'a at the Tongan consulate in Burlingame, California; however, the January 2026 update transferred the administrative contact to Tonga and designated the Canadian company Tucows as the technical contact (as stated in the IANA record). Registrations still proceed via Tonic. The crown prince who approved the agreement later became King George Tupou V, who died in 2012.
Tonic operates according to its own rules rather than those of ICANN. It does not have a UDRP, which is the standard procedure that most extensions use in order to resolve claims that a domain infringes on a trademark; instead, Tonic has reserved a list of trademarked names from the beginning. It permits domain names that include emoji. It also completely bans free public URL-shortening services and suspends names that are used for spam or phishing. In Tonga, businesses based in the country can register .to names for free, and edu.to is reserved for Tongan schools. Registration is at the second level, for example yourname.to, and anyone from around the world is allowed to purchase them.
